So you're watching your kids, as per the usual, when you hear an unexpected knock on the door. A small child (i.e 4 or otherwise too young to tell you who they are.) shows up. This little girl/boy mumbles something in a language you don't understand (be it baby or otherwise) but doesn't have anyone else with them.
THE FIRST THING to do in this situation is to bring the small child inside so you can prevent the little one from being hurt, kidnapped, or otherwise permanantly lost. Then call the parents and describe to them the little one and find out if they know them. If not, call the local police station (Not 911, use their local telephone number) and tell them you have a child that needs to be picked up and returned to the parents. They'll pick up the kid and at the very least keep them safe.
